Hi Ashish,
Don't maintain role status as "PRD" or "PRO" for the parent roles. These roles then will not be available for end users to select and if this is done .. no provisioning issue also.
We are also on SP13 and i tested by keeping "Allow provisioning" to NO and it is being updated properly in NWBC.
If possible please share some screenshots also
