The event that is passed in is 'ZREHIRED', but the standard SAP event 'POSITIONCHANGED' - The code in Z_HR_EVENT_RULES_PA0001 determined (correctly) that the customer event that should be raised was 'ZREHIRED' and no, we don't use the event queue.
It comes down to an error in the code - corrected by OSS Note 1696315, or in KBA 1732734.
