I don't know whether you have gone through the link I provided in post. In the link they have clearly taken an example of credit memo request with certain values,its as similar as your process. Only difference is document types.

Now, you have to sit with your workflow consultant to achieve this. The object type for quotation is BUS2031.

Note: Only status profile can be configured from SD. For values based control and triggering of emails for approvals has to be done by workflow consultant.
