Crystal Reports XI does not support VS 2008. See this wikifor more info. In order to be able to use CR in VS 2008, you will have to upgrade to CR 2008 (v. 12.x).
Alternatively, you could use VS 2010 / 2012 and SAP Crystal Reports, developer version for Microsoft Visual Studio.
